Add MinGW as valid Windows platform for colored output

Mea culpa: on latest patches for this issue I neglected MinGW build of Ruby.
Since we are investing a lot of time to ship a MinGW, It seems I need to fix my mistakes before.
Attached is a patch that consider mingw besides mswin as valid platforms to attempt require win32console gem.
Please note the usage of mswin and not win32. There is an experimental build of Ruby 1.9 for 64bits Windows and it's platform is reported x64-mswin64_80
