Story runner step matches are order dependent

I've come across this twice, this is the simple case. Given these two steps:
(A) Then 'the page should have a link "$text" to $path (page number $page_number)'
(B) Then 'the page should have a link "$text" to $path'
Then step (A) will match only if it is defined before (B). If (B) is defined first, it will be run even if the story contains the text for (A)
