Lazy/optional loading of Rails components

We're working on a Rails app that only has models - no controllers or views.
In order to clean up, we'd like to remove application.rb and other VC stuff, but then Spec::Rails chokes.
So we have to make it smarter and only load certain spec components if they are defined in the app.

This was done in r3135, so it went into release 1.1.0.
